Man Facing Numerous Felony Charges Following an Early Morning Search Warrant (Photo)

A man is facing numerous felony charges after he resisted police and fought with a police dog during a search warrant this morning in the Overlook Neighborhood.

Shortly after 5:00 a.m. on Friday, October 25, 2024, Portland Police members assigned to the Special Emergency Reaction Team (SERT), Crisis Negotiation Team (CNT), North Precinct Neighborhood Response Team (NRT), and other units, served a search warrant on a unit inside a four-plex in the 4500 block of North Maryland Avenue. The search warrant was related to numerous violent crimes, some involving a firearm, and the warrant was considered to be high-risk. The officers brought numerous resources due to the risk posed by the suspect under investigation.

Officers surrounded the building and announced themselves over a loudspeaker, ordering occupants of the unit in question to come out. Two people complied immediately and came out to officers. They were not charged with crimes. Another man, believed to be the subject of the criminal investigation, refused to come out.

After an extended period of warnings and attempts at de-escalation without success, officers evacuated nearby units and then deployed irritant gas into the structure. It was successful and the man came out, but still refused to surrender. A SERT K9 was sent and the man began fighting the police dog, even trying to drag the dog into the apartment. The dog was recalled by his handler. He was later evaluated, and no injuries were found.

The man then broke into a neighboring apartment, one of the units that had previously been evacuated before any gas was deployed. More gas was launched in an effort to get him out of that unit. The use of gas was successful; he eventually came out and was arrested.

PPB SERT deploys with paramedics from Portland Fire and Rescue, and the medics were on scene to immediately treat the suspect for injuries he sustained in the fight with the police dog. The suspect was transported in police custody to the hospital by ambulance, treated, and released. He was interviewed by detectives, then transported to jail.

Torrie C. Bulson-Bratton, 42, of Portland, was booked into the Multnomah County Detention Center on charges of:
Robbery in the First Degree (2 counts)
Robbery in the Second Degree (2 counts)
Unlawful Use of a Weapon (2 counts)
Menacing (2 counts)
Felon in Possession of a Firearm (2 counts)
Burglary in the First Degree
Escape in the Third Degree
Resisting Arrest
Interfering with a Peace Officer
Assaulting a Law Enforcement Animal
Assault in the Second Degree
Parole Violation

During the service of the search warrant, a detective and assisting PPB members seized a semiautomatic handgun and other items of evidence (photos). The investigations into these crimes is continuing.

Neighbors likely heard some booms from the launchers and other tactical tools used during this event. No gunshots were fired. Traffic in the neighborhood was blocked for an extended period in order to maintain the safety of the public. PPB is grateful to the patience of the residents and neighbors who were affected.
