Elara Affordable Housing Project

Elara, an affordable housing community, is located outside of the City of Arcadia's boundaries in Unincorporated Los Angeles County. As the City of Arcadia has no jurisdiction over its approval and operation, all questions and comments regarding the project must be submitted to:

About Elara
Elara is a 95-unit development located at 4217 E. Live Oak Avenue in unincorporated Los Angeles County. It provides affordable housing for low- and very low-income residents who are financially stable and able to pay rent. Unlike emergency housing, Elara offers long-term solutions for individuals capable of maintaining regular rental payments. Residents will have access to a range of onsite support services, including mental health and addiction counseling, job training, basic legal assistance, and more. The building will also be staffed 24/7 by an onsite manager and security personnel.
