On 25 November, in the presence of Major General Abdoulaye Coulibaly, Head of Mission, Peter G. Kolding, took part in the handover ceremony of 3,000 copies of the Operation and Facilitation Guide for Security Advisory Committee (CCS) meetings to the Office of the Commissioner for Security Sector Reform.
The handover ceremony, chaired by Mr Kolding and Major General Coulibaly took place at the Office of the Commissioner for Security Sector Reform in Bamako, with officers in attendance from the said entity and the Mission.
When they were created in 2019, the CCS represented a qualitative leap forward in that regional and local bodies now have an official mechanism through which they can convey the expectations, opinions, and recommendations of the Malian people to the national level.
The operationalisation of the CCS will capitalize on the momentum fostered by this guide, a 'three-in-one' tool that will enable members to find in a single, accessible, and well-structured document, the mode of operation, the basic legislation, and essential procedural documents.
In addition, the Mission will support the capacity-building of several communal CCS in Bamako, between now and the end of January 2025. To this end, the guide will be part of the capacity-building of the members of these various CCS.
Since its creation in 2016 and in partnership with the Centre for Security Sector Governance (DCAF), EUCAP Sahel Mali has supported the main purpose of the Office of the Commissioner for Security Sector Reform, namely the ownership by the various stakeholders of a comprehensive security sector reform for the benefit of all Malians.
