The City of Seaside's water department has completed the initial lead service line inventory required by the State of Oregon for compliance with the United States Environmental Protection Agency's Lead and Copper Rule Revisions.

No lead service lines were detected in Seaside's distribution system.

All applicable sources of information were utilized, including:

  • Construction permits and existing records which indicate service materials.
  • County parcel year-built data which indicates non-lead service lines on properties built after Jan. 1, 1986.
  • Water system records, including distribution maps, historical records on each service connection and meter installation records.
  • Inspections during normal operations and repairs.
  • Inspection specific to the inventory of the lead and copper survey.

In addition to the above methods, the Seaside Water Department crew conducted physical inspections on more than 350 service lines and found no lead present. The vast majority of these service lines were made of copper, with some using PVC, PEX and Polyethylene. No lead requiring replacement was identified. Based on the Oregon Health Authority's statistical analysis, these results are a reliable indicator that there are no lead service lines in Seaside's water distribution system with a high level of confidence. The City of Seaside will continue updating this working document as required.
