NOTICE TO PUBLIC OF A FINDING OF NO SIGNIFICANT IMPACT ON THE ENVIRONMENT

TO ALL INTERESTED AGENCIES, GROUPS, AND PERSONS:

The above-named City of Green Bay proposes to request the U.S. Department of Housing and Urban Development to release Federal funds under Title I of the Housing and Community Development Act of 1974 (PL 93-383) for the following project:

Project Name: Home Improvement Loan - 118 N. Oneida Street
Nature of Project: Single Family Residential Rehab
Location of Project: 118 N. Oneida Street, Green Bay, Brown County, WI
Estimated Cost of Project: $32,000.00 Total

It has been determined that such request for release of funds will not constitute an action significantly affecting the quality of the human environment and, accordingly, the above-named City of Green Bay has decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (PL 91-190).

An Environmental Review Record respecting the within project has been made by the above-named City of Green Bay which documents the environmental review of the project and more fully sets forth the reasons why such statement is not required. This Environmental Review Record is on file at the above address and is available for public examination and copying, upon request, in Room 608, between the hours of 8:00 a.m. and 4:30 p.m.

No further environmental review of such a project is proposed to be conducted prior to the request for release of Federal funds.

All interested agencies, groups, and persons disagreeing with this Finding of No Significant Impact decision are invited to submit written comments for consideration by the City to the Office of the Redevelopment Authority, Attn: Krista Cisneroz, Community Development Specialist, [email protected] and [email protected] during the dates of October 25 and November 9, 2024. Such written comments should be received at the address specified on or before 15 days after the date of publication. All such comments so received will be considered and the City will not request the release of Federal funds or take any administrative action on the within project to the date specified in the preceding sentence. Please specify which notice is being addressed.

NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

TO ALL INTERESTED AGENCIES, GROUPS, AND PERSONS:

On or about one day after the public comment period, the City will request the U.S. Department of Housing and Urban Development to release Federal funds for the project described above. The City is certifying to HUD that the City and the chief executive officer, in his capacity as Mayor, consent to accept the jurisdiction of the Federal courts if any action is brought to enforce responsibilities in relation to environmental reviews, decision-making, and action; and that these responsibilities have been satisfied. The legal effect of the certification is that upon its approval, the City of Green Bay may use the Federal CDBG Funds, and HUD will have satisfied its responsibilities under the National Environmental Policy Act of 1969.

Objections to Release of Funds

HUD will accept an objection to its approval of the release of funds and acceptance of the certification for a period of fifteen days following the anticipated submission date, or its actual receipt of the request (whichever is later) only if it is on one of the following basis: (a) that the certification was not, in fact, executed by the chief executive officer or other office of applicant approved by HUD; or (b) that applicant's environmental review record for the project indicates omission of a required decision, finding or step applicable to the project in the environmental review process. Objections to the Release of Funds must be prepared and submitted in accordance with the required procedures (24 CFR Part 58), and may be addressed to HUD CPD Director, Suite W950, 310 West Wisconsin Avenue, Milwaukee, Wisconsin, 53203-2289. Objections on basis other than those stated above will not be considered by HUD. Potential objectors should contact HUD Environmental Field Officer, Cheri Neal, at (312) 913-8607, to verify the actual last day of the objection period.
