Targeting Networks that Generate Revenue for Hizballah and the Syrian Regime

The United States is today sanctioning three individuals and four companies for their role in a sanctions evasion network that generates revenue for Hizballah that fuels the terrorist group's operations. Hizballah continues to launch rockets into Israel, further destabilizing both Lebanon and the region.

We are also sanctioning three individuals involved in the illegal production and trafficking of captagon. This dangerous and highly addictive amphetamine harms communities and countries across the region and beyond and is a source of funding for the Syrian regime and its backers, including Hizballah. These sanctions actions are undertaken in support of the objectives of the Illicit Captagon Trafficking Suppression Act.

The United States is steadfast in our commitment to disrupt Hizballah's access to the international financial system and its various methods of generating revenue, which the Iran-backed group uses to fund its violence. We will also continue to target the illicit captagon trade in the region, which has become an illicit billion-dollar enterprise operated in part by senior members of the Syrian regime.

Today's Treasury actions were taken pursuant to counterterrorism authority Executive Order (E.O.) 13224, as amended; E.O. 13572, "Blocking Property of Certain Persons With Respect to Human Rights Abuses in Syria;" E.O. 13582, "Blocking Property of the Government of Syria and Prohibiting Certain Transactions With Respect to Syria;" and the Caesar Syrian Civilian Protection Act of 2019.
