Gov. Beshear Makes Appointments to Kentucky Boards and Commissions

FRANKFORT, Ky.(Nov. 1, 2024) - Gov. Andy Beshear has made the following appointments to Kentucky boards and commissions:

Gov. Beshear has appointed Jonathan Rabinowitz and has reappointed Michael Adams to the Kentucky State University Board of Regents to serve for terms expiring June 30, 2030.

• Jonathan Rabinowitz of Versailles is an attorney at Morgan & Morgan, Kentucky PLLC. He replaces Ernie Fletcher, whose term has expired.
• Michael Adams of Lexington is the commercial banking officer at Forcht Bank.

Gov. Beshear has appointed Macy Waddle to the Kentucky Council on Postsecondary Education to serve for a term expiring Oct. 30, 2025.

• Macy Waddle of Mount Washington is a student at the University of Louisville and replaces Chloe Marstiller, whose term has expired.

Gov. Beshear has reappointed Raquel Carter and Anthony Sickles as members of the Kentucky Real Estate Commission, representing real estate licensees.

• Raquel Carter of Lexington is the principal broker and owner of Guide Realty Inc. and will serve as a member of the Commission for a term expiring June 14, 2026.
• Anthony Sickles of Mount Washington is the CEO of ClasSickle Inc. and will serve as a member of the Commission for a term expiring October 30, 2026.

Gov. Beshear has appointed Greg Shanks and Robert Blair and has reappointed Brian Houillion, Josh Keats, Steven Bullard and John Hunt to the Kentucky Emergency Response Commission.

• Greg Shanks of Frankfort is the director of emergency preparedness and response for the Department of Agriculture and represents his employer as a member of the Commission. He replaces Eric Gibson, who retired from the Department of Agriculture, and will serve for the remainder of the unexpired term expiring July 23, 2025.
• Robert Blair of Versailles is the environmental control manager for the Department for Environmental Protection Division of Waste Management and represents the Kentucky Energy and Environment Cabinet as a member of the Commission. He replaces James McCloud, who has resigned, and will serve for the remainder of the unexpired term expiring July 23, 2025.
• Brian Houillion of Perry Park is a professor at the University of the Cumberlands and represents technical expertise as a member of the Commission. He will serve for a term expiring June 3, 2025.
• Josh Keats of Louisville is the executive director of the Kentucky Office of Homeland Security. He represents technical expertise as a member of the Commission. He will serve for a term expiring Oct. 10, 2026.
• Steven Bullard of Crestwood is the executive director of the Kentucky Commission on Military Affairs and represents technical expertise as a member of the Emergency Response Commission. He will serve for a term expiring Oct. 10, 2026.
• John Hunt of Prestonsburg is the sheriff of Floyd County and represents local government as a member of the Commission. He will serve for a term expiring Oct. 10, 2026.

Gov. Beshear has appointed Kelly Hyberger, Sarah Gibbs, Lewis Nicholls, Melissa Howard and Frank Beaty and has reappointed Venus Evans, Susan Mullins and Christopher Robinson to the Native American Heritage Commission.

• Kelly Hyberger of Louisville is a museum professional for the Filson Historical Society and represents the public at large as a member of the Commission. She replaces Mason Bishop, who has resigned, and will serve for the remainder of the unexpired term expiring Sept. 1, 2025.
• Sarah Gibbs of Campton is the vice president of Gibbs Electrical Solutions and represents the public at large as a member of the Commission. She replaces Valerie Thompson, whose term has expired, and will serve for a term expiring Oct. 17, 2028.
• Lewis Nicholls of Greenup is a retired judge and represents the public at large as a member of the Commission. He replaces Deanna Jessie, who is deceased, and will serve for a term expiring Oct. 17, 2028.
• Melissa Howard of Jackson is an attorney at Howard & Howard PLLC and represents the public at large as a member of the Commission. She replaces Anne Wood, who is deceased, and will serve for a term expiring Oct. 17, 2028.
• Frank Beaty of Eubank is a retired veteran and represents the public at large as a member of the Commission. He replaces Helen Danser, who is deceased, and will serve for a term expiring Oct. 17, 2028.
• Venus Evans of Corbin is an activist and represents the public at large as a member of the Commission. She will serve for a term expiring Sept. 1, 2028.
• Susan Mullins of Berea is an artist and the owner of Jewel Box Native Jewelry and represents the arts community as a member of the Commission. She will serve for a term expiring Sept. 1, 2027.
• Christopher Robinson of Richmond is an educator at Eastern Kentucky University and represents institutions of higher learning as a member of the Commission. He will serve for a term expiring Sept. 1, 2026.

Gov. Beshear has reappointed Rachael King as a member of the Colon Cancer Screening Advisory Committee to serve for a term expiring July 14, 2027.

• Rachel King of Paducah is the senior director of community partnerships and tobacco control for the American Cancer Society and represents her employer as a member of the Committee.

Gov. Beshear has appointed Michael Helphinstine, Tammy Rich-Swinford and Kelsey Boswell and has reappointed Nancy Uhls and Keri Leamy as members of the Kentucky Board for Medical Imaging and Radiation Therapy.

• Michael Helphinstine of Ewing is an X-ray technologist for UK Healthcare and represents general diagnostic radiology as a member of the Board. He replaces Eric Burchfield, whose term has expired, and will serve for a term expiring Oct. 31, 2028.
• Tammy Rich-Swinford of Marion is the radiology director of Livingston Hospital and represents medical imaging educators or administrators as a member of the Board. She replaces Sharon Whitaker, whose term has expired, and will serve for a term expiring Oct. 31, 2028.
• Kelsey Boswell of Owensboro is a CT technologist at Owensboro Health and represents general diagnostic radiology as a member of the Board. She replaces Doyle Decker, who has resigned, and will serve for the remainder of the unexpired term expiring Oct. 31, 2026.
• Nancy Uhls of Franklin is a nuclear medicine technologist at the Medical Center at Franklin and represents licensed nuclear medicine technologists as a member of the Board. She will serve for a term expiring Oct. 31, 2028.
• Keri Leamy of Louisville is the radiology director at Baptist Health and represents post-primary certification as a member of the Board. She will serve for a term expiring Oct. 31, 2028.

Gov. Beshear has appointed Ann Pierce as a member of the Technical Advisory Committee on Intellectual and Developmental Disabilities.

• Ann Pierce of Owensboro is a musician and artist. She represents consumers who have a family member who participates in a community-based Medicaid waiver program as a member of the Committee and replaces Christian Stewart, who has resigned.

Gov. Beshear has appointed Jessica Minges and Deborah Porter as members of the Kentucky Board of Interpreters for the Deaf and Hard of Hearing.

• Jessica Minges of Louisville is a sign language interpreter and professor at the University of Louisville and represents certified, practicing interpreters as a member of the Board. She replaces Casey Tinsley-White, whose term has expired, and will serve for a term expiring Oct. 30, 2028.
• Deborah Porter of Louisville is a self-employed American Sign Language interpreter and represents certified, practicing interpreters as a member of the Board. She replaces Kelly Peace, who has resigned, and will serve for the remainder of the unexpired term expiring Oct. 1, 2025.

Gov. Beshear has appointed David Reed as a member of the Kentucky Board of Landscape Architects to serve for a term expiring Oct. 30, 2027.

• David Reed of Louisville is a landscape architect at Qk4. He replaces Jonathan Perkins, whose term has expired.
