City Manager Retiring after 33 Years of Service

City Manager Michael Dzugan announced that he will be retiring from the position of City Manager, following 33 years of service to the Wheaton community, and over 42 years serving local government. Before being appointed City Manager in 2016, Dzugan served as the City's Assistant City Manager for 25 years. He served as Assistant City Manager in Crystal Lake prior to joining the City of Wheaton.

The City has begun soliciting applicants for the next Wheaton City Manager. The successful candidate will be selected by the Wheaton City Council, with input from City staff. Dzugan will step down from his current position upon the hiring of the next City Manager and will assist the City with the transition process. His anticipated retirement from the City will be mid-year 2025.

Under his tenure, Dzugan led the City through unprecedented times, finding ways to deliver uninterrupted City services through the Covid-19 pandemic while prioritizing community safety and supporting the local business community.

"Mike has been a tremendous asset to this community, providing forward-thinking and steadfast leadership through some of the most turbulent times our nation has experienced in decades," said Wheaton Mayor Phil Suess. "He has worked diligently with the City Council to identify and prioritize strategic goals and keep our community in outstanding financial shape - even when faced with worldwide economic uncertainty. Mike Dzugan has done an exceptional job for the City of Wheaton and its residents."

The City of Wheaton is among 19 communities in Illinois to receive Standard & Poor's top "AAA" financial rating, reflecting the City's strong economy, financial policies and budgetary performance.

Among the landmark projects during Dzugan's leadership, the City completed a $35 million revitalization of the downtown through the Downtown Streetscape Project. As a result of this investment in the downtown, Wheaton has welcomed an influx of new restaurants, retail stores, businesses and new housing projects.

Under the Council-Manager government format, the city manager serves as the chief executive officer and administrative head of the City of Wheaton. This high-level position is responsible for the administration of all municipal departments and services.

Dzugan is a longtime Wheaton resident. He and his wife, Peggy, raised their three children in Wheaton, and all three graduated from Wheaton Warrenville South High School.
