CINCINNATI - Today, the U.S. Department of Energy (DOE) Office of Environmental Management (EM) awarded the West Valley Demonstration Project (WVDP) Phase 1B Contract to West Valley Cleanup Alliance LLC (WVCA) with work to be performed at the WVDP in western New York.
WVCA is a newly formed limited liability company made up of the following members: BWXT Technical Services Group Inc., Jacobs Technology Inc. and Geosyntec Consultant Inc. Teaming subcontractors include Perma-Fix Environmental Services Inc. and North Wind Portage Inc.
The indefinite-delivery indefinite-quantity contract under the End State Contracting Model will have a maximum value of $3 billion over the 10-year ordering period, and performance of task orders issued before the end of the contract ordering period shall not exceed five years beyond the end of the contract ordering period. The contract includes requirements for meaningful work to be performed by small business.
EM received three proposals in response to the solicitation, all of which complied with the solicitation instructions and were evaluated for the new contract. Through a healthy and rigorous competition, EM determined the WVCA proposal provided the best value to the government considering key personnel, past performance, management approach, and cost and fee, resulting in a new contract with a highly capable team at the WVDP.
Work to be performed under the new WVDP Phase 1B contract will include, but not be limited to, the demolition of remaining near- and below-grade components of the Main Plant Process Building; additional facility deactivation and demolition; contaminated soils remediation and disposition; waste management and legacy waste disposition; safeguards and security; environmental monitoring; surveillance and maintenance; and program support activities.
With continued stable funding for the WVDP site, no site workforce impacts are expected with transition to the new Phase 1B contractor. Competitive and comparable benefits will also continue under the new contract.
The WVDP Phase 1B contractor will promote community commitment and engagement, including stakeholder interaction and union labor hiring.
