Constantia Man Arrested on Multiple Sex Offense Charges

On November 20, 2024, State Police arrested Zebulon L. Russell, age 36, from Constantia, for:

(4) counts of Rape 3rd degree (class "E" felony"

(1) count Rape 1st degree (class "B" felony)

(1) count Rape 2nd degree (class "D" felony)

(1) count Criminal Sex Act 2nd (class "D" felony)

(1) count Endangering the Welfare of a Child (class "A" misdemeanor)

On December of 2022, State Police received a complaint from a 16-year-old victim which led to an investigation that determined he had sexually abused the victim for approximately two years.

Russell was arraigned in Oswego County Centralized Arraignment, and remanded to Oswego County jail in lieu of $2,000 cash, $4,000 bond, or $20,000 secured bond.
