Snow Emergency & Snow Removal - Annual Notice

NOTICE: SNOW REMOVAL & SNOW EMERGENCY

As set out in the Municipal Code of Ordinances of the City of Grinnell Chapters 69.13 & 136.03

Snow Emergency:

Under Chapter 69 of the Municipal Code, Section 69.13 "No person shall park, abandon or leave unattended any vehicle on any public street, alley, or City-owned off-street parking area during any snow emergency proclaimed by the Mayor, unless the snow has been removed or plowed from such street, alley or parking area and the snow has ceased to fall. A snow emergency parking ban shall continue from its proclamation throughout the duration of the snow or ice storm and the 48-hour period after cessation of such storm except as above provided upon streets which have been fully opened.

Removal of Snow & Ice:

1. Central Business District: In the Central Business District the owner of property which abuts a public sidewalk shall:

1. Remove any accumulations of snow and ice from the public sidewalk within five (5) daylight hours after a snowfall, ice storm, or other weather event has ended. Removal shall take place over the full width of the public sidewalk.
2. Remove any accumulations of snow and ice which have been deposited on the public sidewalk by City or other snow removal operations.
3. Remove any accumulations of snow and ice to create a pathway through the ridge of material which has been deposited in the crosswalk by City or other snow removal operations. The pathway shall be equal in width to the pedestrian ramp or crosswalk at that location.

2. Other Areas: In all other areas of the City the owner of property which abuts a public sidewalk shall remove snow, ice and accumulations from the public sidewalk within thirty-six (36) hours after a snowfall, ice storm or other weather event has ended.

Snow, ice and accumulations shall be removed from at least a three (3) foot width of the public sidewalk for wheelchair purposes.

In all areas of the City it is the continuing responsibility of the abutting property owner to maintain the sidewalk in a condition safe for the passage of pedestrians. The sidewalk shall be free of any accumulations of snow and ice which may have resulted from ordinary thawing, freezing, plowing of snow, or drifting of snow. The accumulations of snow and ice may or may not be directly related to or resulting from a recent major storm or weather event. If a property owner does not remove snow, ice or accumulations within the time specified in this section, the City may do so and assess the costs against the property owner for collection in the same manner as a property tax.

If the walk has not been cleared within 24 hours of the posting of this notice, a city crew may be dispatched to clear the walk. All cost associated with the clearing of the walk will be billed to the property owner.
