Assessor/Clerk-Recorder publishes 2023 annual report

The Tulare County Assessor/Clerk-Recorder announced today the publication of its 2023 annual report, a comprehensive analysis of the 2023/2024 local assessment roll, which is the official list of all the assessed property in the county. An electronic version of the report is available on the department's website.

The report is a source of information for public finance officials, real estate professionals, government and community leaders, tax experts and the public seeking insight into assessment trends in the county. Among data highlights of the 2023 roll, the report contains assessment growth amounts by city, a list of the county's top 20 businesses, and a comparison of the county's roll value to those of neighboring counties.

"This year's report includes a two-page spread on many of the modernization projects our department is undertaking. We're striving to provide exceptional service to the public innovatively and efficiently by reevaluating our systems and leveraging technology," Assessor/Clerk-Recorder Tara Freitas said.

After installing a new property tax computer system in 2022, the Assessor's Office started scanning more than 3 million assessment records to convert its business processes to a paperless system. The project is slated to be completed in the spring.

Also planned for the spring is a modern indexing system for records filed at the Clerk-Recorder's Office that will provide the public with exceptional self-service opportunities, such as purchasing copies of official records through a secure online portal and in-office terminals. The advanced search capabilities of the new system will make locating relevant documents easier for the public.
