GENTEXT/REMARKS/1. Purpose. The Fiscal Year 2025 (FY25) Funded Law
Education Program (FLEP) and Excess Leave Program (ELP) convened on
4 November 2024 to select officers to participate in Law Education
Programs (LEP).

3. Notice on Payment of Tuition Fees
3.a. Selected officers must apply to a broad range of schools that
offer in-state, out-of-state, or private tuition rates.
3.b. Selected officers are highly encouraged to apply for
scholarships and grants.
3.c. Tuition paid by the Department of Defense will be capped at
the same state levels referenced in U.S.C 38, Chapter 33 Post 9/11
Educational Assistance. Students may request to attend a school
where tuition exceeds that cap, but they will incur any additional
financial responsibility over the capped tuition rate. The Graduate
Education Manager, in conjunction with Judge Advocate Division (JAD)
will adjudicate such requests.
3.d. Letters of acceptance and application must state annual
tuition for both in-state and out-of-state residents, and whether
the applicant qualifies for in-state tuition. Include all
information that will affect associated costs, to include, but not
limited to, scholarships, grants, cash awards etc.
3.e. Due to limited funding, applicants should thoroughly research
several schools for quality and expenses.
3.f. Commandant of the Marine Corps, Judge Advocate Division (JAD),
in coordination with Manpower Management Officer Assignments
(MMOA-3), and Training and Education Command (TECOM) will select law
schools for the FLEP selectees.
3.g. Scholarships, fellowships, grants, or cash awards for the
FLEP/ELP will not be accepted without both prior approval from the
Graduate Education Manager and coordination with, and receipt of,
an ethics opinion from JAD.
4. Selected officers must contact the Graduate Education Manager,
MMOA-3 and their PMOS Monitor to confirm acceptance of this
assignment via email NLT 14 December 2024. Officers declining
acceptance must route their request through the first General
Officer in their Chain of Command.
5. Officers must agree not to tender resignation or request
retirement while enrolled in their respective programs. Officers
must further agree to remain on active duty after completion of
degree requirements or upon separation from the program for any
other reason. Service obligations incurred (read in three columns)
are listed below:

6. Selections are contingent upon acceptance to an accredited law
school NLT 01 April 2025. All law school acceptance letters need to
be scanned and emailed to the Graduate Education Manager, MMOA-3 at
[email protected]. Report dates and orders will be
coordinated with the Graduate Education Manager, MMOA-3 after
01 April 2025.
7. Upon reporting to an assigned administrative unit, officers will
coordinate fitness report and accountability procedures. Officers
will maintain a full-time student status while participating in LEP.
If a student anticipates not meeting program requirements, notify
the Graduate Education Manager immediately.
8. Officers selected or participating in ELP may continue to apply
for FLEP in subsequent years given they meet the requirements of the
FLEP.
