Corrected Notice of Utility Application
On November 13, 2024, the REGULATORY COMMISSION OF ALASKA (Commission) issued a public notice regarding the application filed by Juneau Hydropower, Inc. (JHI), for a new Certificate of Public Convenience and Necessity. Docket No. U-24-036 was opened to address this matter. That notice did not include instructions for competing applications. With this corrected notice, we set the dates and give instructions for competing applications.
JHI proposes to provide electric generation, high voltage transmission, and electric distribution northwest of Juneau from the Lena Point Substation to the Kensington Mine and southeast of Juneau from Lower Sweetheart Lake to Port Snettisham. JHI intends to construct a dam and hydroelectric generators at the outflow of Lower Sweetheart Lake, transmission lines to interconnect with the Snettisham transmission line, a transmission line from Alaska Electric Light and Power's Lena Substation to Slate Creek Cove, and a Battery Energy Storage System to provide backup power and reliability to JHI customers.
A person who proposes to file an application to furnish the same, or substantially the same, service or facility to essentially the same service area or route, in whole or in part, thus creating a potential for mutually exclusive applications must file a notice of intent to file a competing application by December 14, 2024. The person must then file the competing application by February 12, 2025. If no notice of intent to file a competing application is filed by December 14, 2024, the Commission will proceed to grant or deny the JHI application for certificate in accordance with the applicable provisions of AS 42.05.221 - AS 42.05.281.
