Ministerial "Madrid Meeting: for the implementation of two States"

The Minister for Foreign Affairs, European Union and Cooperation, José Manuel Albares, hosted the ministerial 'Madrid Meeting: for the implementation of two States" with the members of the Arab-Islamic Contact Group on Gaza and the European countries committed to promoting the recognition of Palestine at the Palacio de Santa Cruz. The meeting concluded with the adoption of the Madrid Declaration, which renews the irrevocable commitment of the participants to the implementation of the two-state solution, an end to the war in Gaza, peace and stability in the Middle East, and respect for international law.

The meeting was attended at the highest level by representatives of the European Union, the League of Arab States and the Organisation of Islamic Cooperation. From the European side, the foreign ministers of Spain, Norway, Slovenia attended plus a representative from Ireland. The Arab-Islamic Contact Group, saw the attendance of the prime minister of the State of Palestine, the foreign ministers of Saudi Arabia, Jordan, Turkey and Egypt, and the deputy foreign ministers of Qatar and Bahrain.

Riyadh Process

The meeting, held at a critical moment in defining the next steps towards the realisation of the two-state solution, is part of the so-called Riyadh Process meetings. The meeting follows the visit of the Arab-Islamic Contact Group on 28 May, following Spain's recognition of the State of Palestine. This is the Group's fourth visit to Madrid since the war began after the 7 October attacks.

Promoting peace

This meeting consolidates the Euro-Arab/Islamic group as a driving force for new recognition and international action for peace in the Middle East.

In the Declaration, ministers reiterated the joint commitment to implementing the two-state solution as the only way to establish lasting peace and security, through the fulfilment of the legitimate aspirations of Palestinians and Israelis.

They also express their support for the ongoing brokerage efforts undertaken by Egypt, Qatar and the United States, and their rejection of actions aimed at obstructing this mediation process. They call for an immediate ceasefire, the delivery of large-scale humanitarian aid and a halt to all measures leading to regional escalation.

United Nations

All participating countries supported the initiative to convene an international peace conference as soon as possible with the objective of moving towards a two-state solution: a conference open to the parties and to all members of the United Nations committed to these principles.

As a follow-up to what was agreed today in Madrid, there will be another high-level meeting during the next session of the UN General Assembly on 26 September.
