Conclusion of the Terms of Reference for Supply Chain Collaboration with France

The Singapore Ministry of Defence and the French Directorate General of Armaments concluded a Terms of Reference (TOR) for Supply Chain Collaboration on 20 Sep 2024. The TOR was signed by Mr Melvyn Ong, Singapore Ministry of Defence's Permanent Secretary (Defence Development) and Dr Emmanuel Chiva, Chief Executive of the French Directorate General of Armaments.

The TOR is a bilateral, non-binding document that expresses the joint intention of Singapore and France to collaborate and better address unanticipated supply chain disruptions. It allows both countries to examine priority delivery requests for critical and urgent industrial resources, as well as the expedited sale and transfer of equipment, to meet each other's defence needs. A working group will also be set up for both countries to develop and exchange data analytics methods to further manage supply chain risks.

The conclusion of the TOR demonstrates the long-standing and productive defence technology cooperation between Singapore and France.
