NOPD Releases Body Worn Camera Footage

Today NOPD's Public Integrity Bureau released the Body Worn Camera review of the recent officer involved shooting incident, aiming to provide a transparent account of the events as captured by our officers' BWC.

On September 8, 2024, shortly after 11:00 p.m., NOPD First District officers responded to a reported domestic disturbance in the 3200 block of Bienville Street. Upon arrival, officers encountered a man crossing the street, initially unarmed. After identifying him as the reported perpetrator, officers approached his residence, where the suspect, later identified as 29-year-old Justin Martin, exited armed with a firearm. Officers ordered him to drop the weapon, but he refused, leading to an exchange of gunfire.

During this exchange, Martin sustained a gunshot wound. After discarding his firearm, a responding NOPD officer-trained as an Emergency Medical Responder-provided immediate aid until Emergency Medical Technicians arrived and transported him to the hospital.

Following his release, Martin was booked on multiple charges, including domestic battery, aggravated assault on a peace officer, and resisting arrest. None of the responding officers sustained injuries.

The Public Integrity Bureau's Force Investigation Team took charge of investigating the officer's discharge, with both the Independent Police Monitor and the Federal Monitor present on scene to oversee.

As part of our review, we analyzed footage from both dash cameras and body-worn cameras of the involved officers. The suspect, 26-year-old Justin Martin, faces charges of:

• 2 counts of attempted first degree murder
• 2 counts of aggravated assault on a peace officer
• Resisting an officer with violence
• Battery on a dating partner with strangulation

The criminal investigation, led by the Public Integrity Bureau's Force Investigation Team was submitted to the District Attorney's Office on October 8, 2024, while the administrative investigation remains open.
