Borghino gave an overview and summary of trends in the global publishing industry. He spoke of IPA's policy pillars: copyright and freedom to publish. He also focused on education publishing and the campaign of local publishers to enforce the Filipino statute that favours local providers of educational resources. Borghino reminded his listeners of the IPA's Educational Publishers Forum's triple message of Choice (of competitive textbook offers), Local (stories, by local authors and local publishers), and Collaboration (between publishers, teachers and government). He also challenged the Philippines government to help measure the size of publishing in their country in an effort to fill in some of the data blanks in the global picture of the publishing industry.
