As colder weather moves in, the City of Spokane and SNAP want to remind the public of three home repair assistance programs. The Essential Home Repair, Single Family Home Rehabilitation, and Utility Pipe Rehabilitation programs are intended to help low-income homeowners with both minor and large repair projects. All three programs are for owner-occupied households that are <80% AMI.
Essential Home Repair
The Essential Home Repair program is designed to help low-income homeowners make repairs or manage home items that pose health or safety hazards, such as no heat, no water, and low-cost plumbing issues.
This program helps homeowners through direct repairs or by providing access to grants of up to $6,000.
Projects often include furnace tune-ups, broken or leaking window and door repairs, hot water heater repairs or replacement, general appliance repairs, and minor electrical work.
This program is also a great option for homeowners who are aging in place and need ADA modifications, like wheelchair ramps or shower conversations.

Single Family Rehabilitation
The Single Family Rehabilitation program provides low-interest loans for homeowners who have larger rehabilitation projects. Loans range from $10,000 to $50,000 and some grant funding is available to offset costs.
Typical projects include roof repair, sewer repair, window replacement, interior rehabilitation work to bring substandard living conditions up to code, foundation work, and hazardous tree or limb removal.
SNAP serves as a project manager to these homeowners so they do not have to navigate the loan application process and rehabilitation work on their own. Once completed, the loan is serviced by the City of Spokane's Community, Housing and Human Services Department and staff are available to assist customers with questions.

Utility Pipe Rehabilitation Program
The Utility Pipe Rehabilitation program offers low-interest loans to assist qualified property owners in repairing or replacing damaged water and sewer lines. Qualifying projects include crushed, broken, or leaking side sewer pipes, as well as corroded, leaking, and misaligned water service line pipes.
Property owners within the City of Spokane's utility service area can apply for the program, with loan repayment conveniently included in monthly utility bill statements.
