MEETING BETWEEN PRESIDENT LUIZ INÁCIO LULA DA SILVA AND

PRIME MINISTER ANWAR IBRAHIM ON THE SIDELINES OF THE G20 SUMMIT

At the invitation of His Excellency Luiz Inácio Lula da Silva, President of the Federative Republic of Brazil, the Honourable Dato' Seri Anwar Ibrahim, Prime Minister of Malaysia, participated in the G20 Summit in Rio de Janeiro, from 16 - 19 November 2024. Following a bilateral meeting on 17 November 2024, both leaders exchanged views on deepening Brazil-Malaysia relations, as well as discussed regional and international issues of mutual interest.

Both leaders:

1. Celebrated the 65th anniversary of the establishment of diplomatic relations and the strength of bilateral ties, which are rooted in shared values and common goals, such as peace, cooperation, and sustainable development.

2. Noted with satisfaction the progress achieved since their productive phone call on 9 February 2024 including the increased in exchanges of high-level visits in 2024. They also welcomed the inaugural Bilateral Consultation Meeting held on 18 September 2024, which provided the platform to advance the political, economic and cooperative agenda between Malaysia and Brazil. The cooperation has been further enhanced through conclusion of the Memoranda of Understanding on the semiconductor industry.

3. Welcomed the potential opportunity to jointly explore initiatives in 2025, during Malaysia's Chairmanship of ASEAN and Brazil's Presidency of BRICS and COP 30.

4. Pledged to work together for a reinvigorated multilateral system, rooted in the principles of the United Nations Charter and international law, with a reformed global governance that is more representative, democratic, effective, transparent and accountable, reflecting the social, economic and political realities and predicaments of the 21st century, as well as the increasing prominence of the Global South.

5. Noted the emergence of new centres of power, policy decision-making, and economic growth, which should pave the way for a more equitable, just, democratic, and balanced multipolar world order, and recognised the need for comprehensive reforms in global governance that take into account the aspirations of emerging and developing countries to play a greater role in international affairs.

6. Stressed the urgent need for an immediate and permanent ceasefire to the ongoing conflict in Gaza as well as demand Israel to ensure unimpeded humanitarian assistance to Palestinians in the Occupied Palestinian Territory. Both leaders also reaffirmed their support for the establishment of an independent and sovereign state of Palestine, with East Jerusalem as its capital, based on the pre-1967 borders; and Palestine's full membership to the United Nations (UN).

7. Reaffirmed their commitment to fight against inequality, hunger and poverty, and to improve the living standards of their peoples, and underscored the importance of enhancing bilateral cooperation in the fields of health; Halal industry; food security and agriculture; science, technology and innovation; semiconductor; as well as environment and climate change.

8. Welcomed the official launch of the Global Alliance Against Hunger and Poverty. President Lula appreciated Malaysia's decision to join the Alliance as a founding member. Both leaders reiterated their commitment to collective efforts to the eradication of world hunger by the end of the decade, aligning with the 2030 Agenda for Sustainable Development.

9. Expressed their support for the recognition of Tropical Forest Forever Facility (TFFF), introduced by Brazil at COP28 in Dubai, and expressed interest to collaborate on designing the mechanism's framework ahead of its launch at COP30 in Belém in 2025. Recognising their shared status as megadiverse countries, Brazil and Malaysia see the TFFF as a ground-breaking tool for fostering tropical rainforest conservation in developing countries.

10. Supported bilateral and international efforts to promote a just and equitable energy transition that takes into consideration national circumstances in developing countries and their contributions to attaining the global objective of the Paris Agreement under the UNFCCC.

11. Recognised the importance of biofuels in decarbonising the mobility and transport sector in developing countries and praised the progress in bilateral energy initiatives and agreed on maintaining ongoing dialogues on renewable energy cooperation.

12. Supported the efforts to develop bilateral collaboration in the semiconductor sector through the increasing dialogue between governments, private sector, and research, development, and innovation institutions of both countries and reaffirmed the benefits of an exploratory, horizontal, and collaborative approach that aligns with the industrial policies of both countries.

13. Stressed the importance of bilateral trade and of mutual investment flows as vectors of development in both countries and recognised the need to diversify and further expand the volume of commerce. Recognised the long-standing trade and investment ties between the two countries and acknowledged that a bilateral investment agreement would enhance economic linkages between Brazil and Malaysia.

14. Welcomed the opportunity for enhanced cooperation through the ASEAN-Brazil Sectoral Dialogue Partnership and expressed support for ongoing initiatives within the "ASEAN-Brazil Practical Cooperation Areas" document.

The Honourable Prime Minister Dato' Seri Anwar Ibrahim thanked His Excellency President Luiz Inácio Lula da Silva for the invitation to attend the G20 Summit in Rio de Janeiro and invited him to attend the 47th ASEAN Summit and Related Summits in Kuala Lumpur in 2025, as Guest of the Chair, which was gladly accepted by President Luiz Inácio Lula da Silva.
