Notice of Utility Tariff Filing

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Homer Electric Association, Inc. (HEA), filed TA467-32, seeking Commission approval of a power purchase agreement (PPA) between Alaska Electric and Energy Cooperative, Inc. and HEA (AEEC/HEA) and Solstice Energy, LLC (Solstice) for the purchase of solar energy. Some key provisions of the PPA are as follows:

  • Qualification: Solstice will either obtain a certificate of public convenience and necessity from the Commission or qualify for an exemption before sales commence.
  • Approval: The PPA does not take effect until Commission approval.
  • Term: The term of the PPA is 25 years, conditioned on delivery of energy within four years from the execution date of the PPA.
  • Output: Solstice commits to sell 100 percent of the output generated by the 30-megawatt (MW) Puppy Dog Lake Solar Farm (Project) in Nikiski, Alaska to AEEC/HEA, and AEEC/HEA commits to purchase 100 percent of the output from the Project.
  • Billing and Payment: AEEC/HEA agrees to meter the energy delivered to AEEC/HEA from the Project and to read the meter for billing purposes on or about the last day of each calendar month.
  • Pricing: AEEC/HEA agrees to pay Solstice an initial rate of $74 per MWh for all energy delivered to AEEC/HEA during the first year with an annual inflation increase of 1.5 percent.
  • Termination: The PPA may be terminated by either party for material breach, provided notice of the breach is given and no cure is made within 30 days of that notice.
  • Green attributes: AEEC/HEA will receive 100 percent of the benefit of any and all Green Attributes attributable to, and available from the Project.

HEA has requested Commission approval to recover costs incurred under the PPA through its cost of power adjustment (COPA) surcharge.
