DOE awards $3 billion West Valley D&D contract to BWXT JV

The Department of Energy's Office of Environmental Management announced it has awarded a 10-year, $3 billion contract to West Valley Cleanup Alliance (WVCA) for decommissioning and demolition work at the West Valley Demonstration Project in western New York. WVCA is a newly formed limited liability company made up of BWXT Technical Services Group, Jacobs Technology, and Geosyntec Consultant. Teaming subcontractors include Perma-Fix Environmental Services and North Wind Portage.

Owned by the New York State Energy Research and Development Authority, West Valley is the former home of the only commercial spent nuclear fuel reprocessing facility to operate in the United States. West Valley operations ended in 1972, and DOE-EM is currently overseeing the cleanup of the site.

The scope: The WVDP Phase 1B contract is an indefinite-delivery indefinite-quantity contract awarded under the DOE's end-state contracting model. The contract includes requirements for meaningful work to be performed by small business, according to DOE-EM.

Work to be performed under the new contract includes but is not limited to the demolition of remaining near- and below-grade components of the main plant process building; additional facility deactivation and demolition; contaminated soils remediation and disposition; waste management and legacy waste disposition; safeguards and security; environmental monitoring; surveillance and maintenance; and program support activities.

With continued stable funding for the WVDP site, no site workforce impacts are expected with transition to the new Phase 1B contractor, DOE-EM said.

The selection: DOE-EM said it received three proposals in response to the WVDP contract solicitation, all of which complied with instructions and were evaluated for the new contract. According to the office, the WVCA proposal provided the best value to the government considering key personnel, past performance, management approach, and cost and fee.
