NCPC Approves Joint Base Andrews Child Development Center Preliminary Plans

At its November 7, 2024 meeting the National Capital Planning Commission (NCPC) approved preliminary site and building plans for a Child Development Center at Joint Base Andrews in Camp Springs, Maryland. Plans submitted by the U.S. Department of Defense are for a new 23,000 square foot facility. It will be located at the intersection of Arkansas Road and California Avenue in the Installation's Administrative and Support District.

For the final submission, Commissioners made several recommendations and requests including adding detailing (including windows), public artwork, and/or landscaping to the building's primary façade to make it more appealing for the children; adding sidewalks along the project's frontage to promote walkability to the rest of the base; and installing permeable paving in the parking stalls to promote stormwater infiltration and reduce runoff. Consistent with NCPC policies, 1.27 acres of trees will be planted at a nearby site as replacement for the 0.82 acres of trees removed to construct the building.
