1. The Twenty-Third ASEAN and China Transport Ministers Meeting (23rd ATM+China) was held on 21 November 2024, in Kuala Lumpur, Malaysia. The Meeting was co-chaired by H.E. Mr. Loke Siew Fook, Minister of Transport of Malaysia, and H.E. Mr. Li Yang, Vice Minister of Transport of the People's Republic of China. The Meeting was preceded by the Twenty-Third ASEAN and China Senior Transport Officials Meeting (23rd STOM+China) held on 19 November 2024.

1. The Meeting was pleased to note the progress of implementation of the ASEANChina Air Transport Agreement and its Protocols 1,2 and 3. Recognising that strengthening air connectivity aligns with the broader goals of the ASEAN-China Comprehensive Strategic Partnership, the Meeting encouraged both parties to pursue further expansion of air services between ASEAN and China, to support a tightly woven air services network, aiming to unlock substantial economic and strategic benefits, facilitate deeper regional integration, promote the seamless movement of goods and people, and enhance the overall well-being of the citizens of both ASEAN and China.
