City of Celina Breaks Ground on Downtown Center Project

The City of Celina marked a major milestone in its continued growth with the groundbreaking of the highly-anticipated Downtown Center on Tuesday, October 15. This transformative project will address the critical need for expanded parking while creating a state-of-the-art facility for City operations, positioning Celina for a new era of development, community engagement, and civic pride.

The Downtown Center project spans 115,245 square feet and is designed to enhance both functionality and connectivity in the heart of the City. The first phase of the project focuses on the construction of a 25,202-square-foot, four-story parking garage. Once completed, this structure will provide nearly 400 parking spaces, alleviating congestion and accommodating the increasing number of residents and visitors. This significant addition will help support the thriving Downtown area and set the stage for future phases of the project.

Following the completion of the parking garage, work will begin on the Downtown Center itself. The new facility will serve as the central hub for City administrative offices, consolidating essential City services under one roof for greater efficiency. A highlight of the project is the inclusion of a 26,209-square-foot multi-level library, a considerable upgrade from the existing 2,400-square-foot space. The library will offer a broad range of resources, public seating, computer access, and ample space for community programming, ensuring it becomes a cornerstone for education and engagement in Celina.

The Downtown Center will also feature an innovative rooftop community space, designed as a gathering place for residents to enjoy panoramic views of the City while participating in events, activities, and social interactions. Additionally, a revitalized alley adjacent to the Downtown Center will be transformed into a garden-like space, creating an inviting environment for community gatherings and further enhancing the vibrancy of downtown Celina.

City of Celina leadership, staff, and residents were present, reflecting strong community support for this transformative development. The event was attended by Texas State Representatives Jared Patterson and Frederick Frazier, as well as Michelle Bishop, District Director for Congressman Keith Self, who presented the City with a Congressional Letter recognizing the significance of the project. Collin County Commissioner Susan Fletcher, representing Precinct 1, also joined the celebration.

Swinerton, a national leader in general contracting, has been selected to oversee the construction of this landmark project, while HED served as the architects behind the Downtown Center's visionary design.
