Chancellor Salgado Joins President Biden at the White House to Advance Support for Hispanic-Serving Institutions

Today, Chancellor Juan Salgado joined President Joe Biden and nearly two dozen other champions of Hispanic-Serving Institutions (HSIs) at the White House as the President ceremonially signed an Executive Order to advance federal support for HSIs. Executive Order (EO) 14124 establishes the White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity Through Hispanic-Serving Institutions, which the White House says will strengthen the Federal Government's "commitment to advancing opportunity for HSIs and the students they serve."

Hispanic-Serving Institutions have a student enrollment that is at least 25% Latine. With 51% of City Colleges students being Latine, all seven of our colleges are either HSIs or emerging HSIs. The population of Latine students at City Colleges continues to grow, too. From fall 2023 to fall 2024, Latine enrollment among credit students at City Colleges increased 9%. Additionally, Daley College and Wright College have both earned Excelencia in Education's prestigious Seal of Excelencia for their efforts and success in intentionally supporting Latine students.

"Across the country and here in Chicago, Hispanic-Serving Institutions serve as a mechanism for upward mobility," said Chancellor Salgado. "City Colleges is intentional in our efforts to serve Latine and all students by providing essential resources and supports, and scaling successful programs that allow students to achieve their academic and career goals. With this additional support from the White House, we will continue to prepare our growing Latine student population for the careers of today and tomorrow."

According to the White House, President Biden's Executive Order creates a new Initiative and first-ever President's Board of Advisors on HSIs to:

  • Increase awareness of opportunities for HSIs to equally participate in Federal programs and enhance the capacity of HSIs to meet the educational needs of their students.
  • Identify best practices for HSIs to scale effective strategies, programs, and initiatives to support the educational success and economic mobility of their students.
  • Improve the ability of HSIs to align program offerings with the economic needs of the Nation and their local economies, especially in Science, Technology, Engineering, Math, and teaching.
  • Coordinate efforts to help HSIs become or remain fiscally secure institutions.
  • Foster cross-sector collaboration among HSIs and philanthropic, public, and private sector organizations.
  • Strengthen Federal recruitment activities at HSIs to build accessible and equal pathways into Federal career opportunities for HSI students, faculty, staff, and alumni.
  • Provide tools, data, and analytics to support HSIs in improving educational equity, excellence, and economic opportunity for students.
