City of Portland typically publishes energy performance metrics for individual buildings and a summary report each year. However, the City paused the requirements in 2020 due to the global COVID-19 pandemic. This is the first year that commercial energy reporting has been resumed after that pause. Because of this three-year gap, this year's report includes a comparative analysis of building energy use from the 2019 and 2023 reporting years.

You can also access the 2023 energy performance data for Portland's large commercial buildings via spreadsheet or explore it with this online interactive map. The map interface allows you to directly compare buildings according to key characteristics.
The Bureau of Planning and Sustainability (BPS) also publishes a ranked list of verified top performing buildings. These buildings have also taken the voluntary step of getting energy performance metrics verified or certified by a licensed professional.
Several buildings exhibited exemplary energy efficiency during 2023 and reported their ENERGY STARĀ® score to the Bureau of Planning and Sustainability (BPS). These five buildings topped the list:
