California Launches First Phase of High-Efficiency Electric Home Rebate Program

On October 8, 2024, the California Energy Commission launched the first phase of the federally funded Inflation Reduction Act High-Efficiency Electric Home Rebate Program (HEAR or HEEHRA in California).

The program will initially make rebates of up to $14,000 per dwelling available to multifamily buildings with five or more units and income-qualified residents at or below 150 percent Area Median Income (AMI). Rebates will be available in amounts up to $8,000 for heat pump HVAC systems, $4,000 for electrical panels, $2,500 for electrical wiring, $1,750 for heat pump water heaters, $840 for electric stoves, cooktops, ranges, or ovens, and $840 for electric heat pump clothes dryers. The program will be implemented by TECH Clean California, an existing state program that funds single-family and multifamily rebates for heat pump technologies. Rebates for single-family households will be available soon, with rebate maximums at $8,000 for households below 80 percent AMI and $4,000 for households between 80 and 150 percent AMI.
