FEMA is committed to providing temporary housing for survivors of the 2023 Lahaina wildfires. One project will soon become available to Maui wildfire survivors - the Kilohana group housing site. It will consist of 167 modular units.

The temporary Kilohana group housing site is being developed on 34 acres of state-owned property in Lahaina at Fleming Road and Malo Street.

Kilohana is located next to another temporary group housing site, Ka Laʻi Ola, developed by the state of Hawaiʻi. The state plans to install modular units for up to 450 households.

The U.S. Army Corps of Engineers prepared the Kilohana site, and FEMA is providing the modular units and managing the temporary housing properties.

Kilohana's first residents are scheduled to move into Kilohana Nov. 22, 2024.

The site includes a shared laundry facility.

Utilities, trash service and postal service are also going to be offered.

A sewer line is being installed for Kilohana, but it is being built so that other homes in the area may also attach to the line.

As of Nov. 18, 94 units have arrived at the site and additional units are expected to arrive over the next few weeks.
Temporary Modular Units

The units arriving at Kilohana are prefabricated, furnished one-, two- or three-bedroom units and will meet all county, state, and federal requirements.

FEMA procured modular units from three different vendors: Dynamic, Timberline and Acuity.

Units were manufactured and assembled in the Continental United States and then shipped to Maui.

Units were designed to meet Americans with Disabilities Act/Uniform Federal Accessibility Standards requirements (allows for modifications such as grab bars, roll-in showers, ramps, platform steps, etc.) FEMA will modify the units as needed by occupants with access and functional needs.

Each unit will be furnished with basic furniture including a bed, bedside table, dining table and chairs.

The modular units have been built to last at least 30 years. When they are no longer used for temporary housing purposes, FEMA may sell or reallocate them to Maui residents so that they contribute to the island's housing stock.
Construction Background

The U.S. Army Corps of Engineers received a FEMA mission assignment Oct. 28, 2023, to provide conceptual design, site preparation, and construction of essential infrastructure. FEMA is responsible for the procurement and installation of the actual temporary housing units.

The USACE contractor began site preparations May 6, 2024.

USACE developed a site plan for 167 temporary homes in Lahaina, and issued a contract April 11 to begin installing the infrastructure necessary to place homes and welcome survivors.

Aktarius, LLC dba Dawson AKT is the contractor.

The site was turned over to FEMA on Oct. 25, 2024.

The housing site consists of grading 34 acres of land near Lahaina, off Fleming Road, and then installing water and sewer lines, electricity and streets to support the temporary group site.

The site is on hard rock, so blasting was required to install utilities and grade the site. Blasting was done by Blasting Technology, Inc., of Kīhei, Hawaii.

Starting Aug. 12, Fleming Road was closed, while the USACE contractor works on the sewer extension and parts are expected to be reopened by Nov. 22, 2024.

Alternate routes will need to be used when portions of Fleming Road are under construction.

As of Nov. 5, 2024, the sewer line is approximately 64% complete and utilities installation is approximately 78% complete. The estimated completion date is March 15, 2025.
