Job Summary

The 911 Program Analyst (Telephony) is responsible for managing and optimizing telecommunication systems used in emergency response operations. This role involves overseeing the technical aspects of 911 call systems, including wireless call routing programs, location database management, analyzing call data to improve service delivery, and ensuring compliance with regulatory standards. The incumbent of this position will work closely with emergency response teams, telecommunications vendors, and regulatory bodies to enhance the efficiency and reliability of emergency communications.

Qualifications & Education

Specialized experience: Experience which is directly related to the position which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Preferred Skills and Knowledge:

Bachelor's degree in telecommunications, IT or related field or equivalent experience. Knowledge of relevant regulations and standards governing emergency telecommunications, wireless call routing, and GIS data management. Written communication experience to articulate, describe, inform, and report on 911 test coordination. Experience coordinating / communicating with the national Capital Region (NCR)

At least 6 years of experience in telecommunications, particularly in public safety environments, with a focus on wireless call routing, location database management, and GIS technologies. 6 years of experience analyzing and interpreting complex data, experience with Computer-Aided Dispatch (CAD) Systems, with Geographic Information Systems (GIS) as they relate to emergency response, 911 wireless call routing programs, vendor management to liaise, coordinate, and advocate agency 911 requirements and compliances, and managing communications service providers.

Tour of Duty: Monday - Friday 9:00 am -5:30 pm

Duration of Appointment: Permanent

Collective Bargaining Unit: This position is in the collective bargaining unit represented by NAGE Local R3-07 and you may be required to pay an agency service fee (dues) through a direct payroll deduction.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
