Public Notice, LAS 35238, Land Use Permit Application, Noatak Temporary Water Line

APPLICANT: Native Village of Noatak

PROJECT NAME: LAS 35238

GEOGRAPHIC LOCATION: State submerged land within the Noatak River (67.5719 N, 162.9655 W), near the Village of Noatak

LEGAL DESCRIPTION:
Section 16 of Township 25 North, Range 19 West, Kateel River Meridian
Section 9 of Township 25 North, Range 19 West, Kateel River Meridian

REQUESTED ACTIVITY: The Department of Natural Resources (DNR), Division of Mining, Land and Water (DMLW), Northern Regional Land Office (NRO), has received a Land Use Permit Application from the Native Village of Noatak for the installation of an emergency temporary raw water transmission line (RWTL). The proposed RWTL would be constructed of buried arctic pipe and would measure approximately 150 feet in length. The RWTL would run from the eastern bank of the village to the western bank of Well Island, where it connects to the village's three water wells. This new RWTL is a temporary bypass of the original RWTL, which faces imminent failure. The temporary emergency bypass is necessary until a permanent erosion mitigation plan is developed. If the seasonal water level in the slough does not drop to the usual pre-winter levels, Noatak may temporarily dewater the slough by briefly placing a one-time, short-term gravel diversion embankment at the narrow north end, above the excavation location.

REQUESTED TERM: 5 years
