Job Summary

The mission of OP is to plan the long-term growth of the District of Columbia and provide the vision, framework and principles that guide land use change, growth, and development for an equitable and vibrant city. OP undertakes citywide and neighborhood planning and engagement; urban design and development review; historic preservation; mapping and data analysis; and serves as the official Census State Data Center. OP is the steward of the District's Comprehensive Plan, which advances housing, economic recovery, racial equity, resilience, and coordination of public resources and civic infrastructure.

This position is located on the Urban Design team. The Urban Design team, part of the agency's Development, Design, and Preservation Division, leads OP's work to advance design excellence for the District. OP's design work is a collaborative and forward-thinking practice that helps the District optimize the value-access, neighborhood quality, and livability of new public and private investments in the built in the context of an historic and growing city.

The Lead Community Planner (Public Space) provides expert technical advice and guidance on public space and other citywide urban design systems and coordinates and leads public space planning and implementation. This role coordinates with OP leadership and staff. This role also requires engagement with federal and District agencies, including the Mayor's Office, DC Council staff, and community stakeholders.

Duties and Responsibilities

Leads team in assigned projects and initiatives, and outlines project goals, actions, milestones, and deadlines. Communicates priorities and policies with team to ensure they are integrated into agency strategies, work plans, and work products. Monitors and reports on the status and progress of work, and reviews completed work to ensure work priorities, methods, deadlines, and quality expectations have been met. Develops, reviews, and makes policy recommendations to the Associate Director of Urban Design, the Deputy Director for Development, Design, and Preservation, and OP's Director on public space and other citywide urban design systems. Develops and advises on guidelines and regulations for public space, streetscape, and other urban design issues for public and private development and infrastructure projects. Coordinates and negotiates with government agencies, community representatives, and private and other stakeholders on implementation of this guidance. Manages OP's regulatory reviews of public space and building projection waiver applications and other urban design-related regulatory reviews in collaboration with agencies such as the Department of Consumer and Regulatory Affairs and District Department of Transportation. Serves as the Office of Planning representative on the Public Space Committee.

Collaborates with other OP divisions, District and federal agencies, and external stakeholders to advance vibrant public spaces and high-quality design in the District through: the development and implementation of citywide and place based urban design policies, guidelines, and regulations; design review of high profile District and federal projects; and interagency planning initiatives for citywide park and open space systems. Builds and maintains effective partnerships to strengthen the District's design character with agency partners with project review authority such as the Commission of Fine Arts and the National Capital Planning Commission, as well as the development and design communities, community members, and other stakeholders. Responds to the Director's requests for public space and citywide design systems best practices, white papers, presentations, and other written materials. Serves as the public space and urban design expert in support of the Comprehensive Plan, Small Area Plans, and other key planning products. Responds to resident and other stakeholder inquiries on public space and citywide design systems issues.
