File No/Proposal: SDP-2024-0002 - A Shoreline Substantial Development Permit to complete grading and site work for a public park and associated cross-country course in the shoreline jurisdiction for the Spokane River. One mitigation site, located north of the subject property and outside of the shoreline jurisdiction, is identified to be used for compensatory mitigation for the removal of native vegetation in the shoreline jurisdiction. The mitigation site equals 2.69 acres.

Written Comments: Agencies, tribes, and the public are encouraged to review and provide written comments on the proposal/project and its probable environmental impacts. Written comments may be submitted from the date of this notice, September 27, 2024, through 4:00 p.m. on October 28, 2024. All comments received by October 28, 2024, which is thirty-one (31) calendar days from the date of this notice, will be considered prior to making a decision on this project. Any person has the right to receive notice, and any person may request a copy of the decision for the proposal once made. Pursuant to Chapter 17.90 SVMC, appeals to decisions for Shoreline Substantial Development Permits are made to the Shorelines Hearings Board. The decision may be appealed within twenty-one (21) days from the date the Department of Ecology receives the final decision.

Flora Road approx. 0.26 miles south of the intersection between Euclid Avenue and Flora Road, further located in the NW ¼ of the SW ¼ of Section 7, Township 25 North, Range 45 East, Willamette Meridian, Spokane County, Washington.

SMP Environmental Designation: Urban Conservancy - High Quality

Other Permits: City of Spokane Valley Floodplain Development Permit. Other permits as determined may be required.

Required Studies: A habitat management plan and shoreline impact assessment and Habitat Management have been provided. Additional studies may be determined.

Environmental Review: The City of Spokane Valley has reviewed the proposed project for probable adverse environmental impacts and expects to issue a Determination of Non-significance (DNS). The optional DNS process, pursuant to WAC 197-11-355, is being used. This may be your only opportunity to comment on the environmental impact of this proposal. The proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. A copy of the completed SEPA Checklist, subsequent threshold determination, and any other information concerning this proposal may be obtained from the staff contact provided below.

Applicable Development Regulations: City of Spokane Valley Municipal Code (SVMC) Title 21 (Environmental Controls), SVMC 21.30 (Floodplain Regulations) and SVMC 21.50 (Shoreline Regulations) are the primary development regulations applicable to the site.

Public Hearing: The Shoreline Substantial Development permit is classified as Type II permit and will not be subject to a public hearing. This may be your only opportunity to comment on the impacts of this development.
